Why it matters
The agents that most need a compliance-readiness record are often the ones a connector cannot see — proposed, piloted, or shadow agents. If the estate only shows what a connector discovers, the riskiest agents stay off the radar. Manual entry has to be first-class.
What good looks like
Discovered agents from a connected source sit beside manually added agents, each showing its source, owner, and status. Manual environments are first-class from the first click and are never blocked behind a connector. Every count is explainable, filterable, and traceable back to its source, and no total misleads: visible totals exclude hidden and archived agents, all totals include them, and both are reported.
What can go wrong
The estate equals 'what the connector found', so shadow and proposed agents are invisible. Counts cannot be explained or filtered, so no one trusts them. Manual entry is treated as second-class, so the agents that most need documenting never get added.
